Mission, vision and values

Our mission

The Department of Public Safety, Division of Emergency Communication Networks (ECN) supports public safety’s first responder community and other stakeholders across the State of Minnesota by providing reliable, secure, interoperable, and state-of-the-art network technology. This is accomplished by the division through its collection, distribution, and judicious oversight of 911 Special Revenue Funding.

Our vision

As a leader in the implementation of new technologies, ECN maintains a sustainable, reliable, interoperable, and secure emergency communications ecosystem that connects entities across the State of Minnesota with state and international neighbors. These technologies enhance the interoperable capabilities of all emergency responders and ensure a reliable connection for any resident or visitor who contacts emergency services.
