Learn the steps that external partners need to take to apply for Department of Public Safety (DPS) grants and the types of grants we offer.
Steps to apply for a grant
Review division grant requirements
DPS offers grants to external partners through its divisions, in partnership with Fiscal and Administrative Services. Each DPS division has different grant administration requirements. You can find these requirements in the division's grant manual, which are found on each division's grant webpage.

Register with SWIFT
The State of Minnesota uses StateWide Integrated Financial Tools (SWIFT) for accounting and procurement.
In order to apply, you must register with SWIFT. Once registered, you will receive a vendor ID number, which is required during the application process.
For DPS grants with federal funding, you will need a federal employer identification number (FEIN)
Grants that use federal funds require an additional step as you must have a federal employer identification number (FEIN).
Don't have a FEIN?
You will need to register with SAM.gov, the official U.S. government system that will give you this number.
Are you already registered with SAM.gov and have a FEIN?
Double-check your FEIN at the IRS website so that you have it for your application.
Apply for grants in IGX, the DPS grants management system
Once you've completed the above steps, you are ready to enter our grants management system. DPS uses IGX to manage its grants.

Types of DPS grants
- Disaster public assistance: These grants help communities recover from disaster. This includes environment assessments, joint preliminary damage assessments and monitoring.

- Emergency communications: These grants support activities related to developing emergency communication capabilities within the state’s seven Emergency Communications Boards and Emergency Services Board regions.

- Fire safety: These are grants given to local fire departments to conduct feasibility studies that promote administrative standardization between two or more fire departments. These can include regional and countywide equipment purchases and sharing.

- Hazardous materials: These grants help reduce the number and severity of accidents and incidents when moving hazardous materials. The grants support minimizing threats to life, property or the environment while moving hazardous materials by commercial motor vehicles, pipelines or both.

- Justice and restorative practices: These grants cover a variety of crime victim services, law enforcement, and justice and community funding.

- Security and emergency management: These grants enhance cooperation and coordination among local, state, and federal law enforcement agencies to secure the United States borders along routes of ingress from international borders including international water boarders.
