Man shot by St. Paul Police Department officer dies of injury; BCA investigating incident

​​ST. PAUL -- The man shot Dec. 7 during an exchange of gunfire with a St. Paul police officer died of his injury early this morning. The Ramsey County Medical Examiner identified the man as Brandon Daleshaun Keys, 24, of Maplewood. Keys died of a gunshot wound to the head, according to the medical examiner

The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) has identified the officer who shot Keys. 

  • Officer Michael Tschida fired his department handgun. He has 14 years of law enforcement experience. Tschida was shot in the leg during this incident and is on standard administrative leave.

According to the BCA’s preliminary investigation, St. Paul police responded to reports of an order for protection violation. A woman reported that she was driving with a man in her passenger seat when Keys pulled in behind her and started hitting her vehicle with his. The woman told police that Keys had a gun. When the woman stopped at North Cretin and Marshall Avenues, Keys got out of his car and approached her vehicle. When Officer Tschida arrived on scene, he got out of his squad car and ordered Keys to get on the ground. The two exchanged gunfire, during which Keys was struck in the head and Tschida was struck in the leg. Both were taken to Regions Hospital for treatment, where Keys later died. Tschida was treated for his injury and released. Neither the woman nor the passenger in the vehicle Keys struck were hurt.

BCA crime scene personnel recovered a handgun from the scene. There were numerous witnesses to this incident. It was also captured on a number of video cameras, including Tschida’s body-worn camera. BCA agents are speaking to witnesses and watching all available video as part of this investigation.

The St. Paul Police Department asked the BCA to investigate this incident. Once the investigation is complete, the BCA will present its findings without a charging recommendation to the Ramsey County Attorney’s Office for review.
