BCA Investigates Winona Officer Involved Shooting

​​The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) is investigating an officer involved shooting incident which happened early Saturday in the city of Winona.

According to the preliminary investigation, at approximately 12:15 a.m., two Winona Police Department officers pulled over a vehicle for erratic driving on the 1800 block of Garvin Heights Road in Winona. The officers were accompanied by an unarmed reserve officer. At one point both officers fired their weapons, striking the subject once.

The subject then fled the scene in his vehicle. Officers pursued the vehicle, and were joined in the pursuit by Minnesota State Patrol troopers and Winona County Sheriff's Office deputies. The pursuit spanned five miles and ended at Highway 43 and I-90 after deputies deployed stop sticks.

The subject refused to exit the vehicle. The Winona Emergency Response Unit was called to the scene. After approximately an hour of negotiations, the subject exited the vehicle and was taken by ambulance to Winona Health hospital in Winona. The subject was then transferred to St. Mary’s Hospital in Rochester, treated for a non-life-threatening injury and released. The subject was then booked into the Winona County Jail.

A .45 caliber handgun was recovered from the front seat of the subject’s vehicle.

The BCA's investigation into the incident is in its very early stages. More information will be available once the initial round of interviews with all witnesses and persons involved are complete.

Two Winona Police Department officers are on standard administrative leave.

Once the investigation is complete, the BCA will turn its findings over to the Winona County Attorney's Office for review.
