BCA Identifies Officers in Officer Involved Shooting
ST. PAUL — The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) has identified two Minneapolis Police Department officers who discharged their weapons during an officer involved shooting incident on June 23. Both are on standard administrative leave.
  • Officer Ryan Kelly has been with the department since 2013.
  • Officer Justin Schmidt has been with the department since 2014.
The Hennepin County Medical Examiner’s Office yesterday identified the man who died during the incident. Thurman Junior Blevins, 31, of Minneapolis, died from multiple gunshot wounds.

The BCA issued a news release on Sunday that includes information about the incident. The BCA is investigating the incident at the request of the Minneapolis Police Department.

The BCA continues to analyze and gather evidence and conduct interviews to determine the facts of the incident. When the investigation is complete, the BCA will turn its findings over without recommendation to the Hennepin County Attorney’s Office for review.

This is an open and active investigation and no additional information is available at this time.
