​​​​​​New law makes getting a driver’s license easier for new Minnesota residents

If you're just moving to Minnesota, let our Driver and Vehicle Services (DVS) division be the first to say, “Welcome!"

When you move to a new state, one of the first things you need to do is get a driver's license with your new address. The Minnesota Legislature has made it a little easier for those who already have a valid driver's license in another state. Beginning Aug. 1, Minnesota will drop the requirement that licensed out-of-state drivers take a written knowledge test.​

“It just makes sense," DVS Director Pong Xiong said. “Eligible drivers are already licensed in another state; they've proven they can drive safely."

Previously, while new Minnesota residents did not have to take the skills test out on the road, they had to wait in line to take the knowledge test. The change — which had bipartisan legislative support — brings us in line with other states and will increase the efficiency at licensing agent offices across Minnesota, lessening the ever-increasing demand for knowledge testing at DVS locations.

For those in other parts of the state, you can find your closest office location at . After you get to the office, here's what you'll need for a standard driver's license:

  • Two documents that include your full name and birth date, such as a passport, military ID or marriage certificate. .
  • Out-of-state driver's license or certified driving record.
  • If you are eligible for a Social Security number, you must provide the number.
  • The $38 fee for a class D license.

It takes about a week to process your application and then two weeks for your card to come in the mail. You can use our online portal to check the status of your application, and we have options to fast track your application for an additional fee.
